📋 Summary

Addressing the Demographic Emergency: Seongnam City’s Matchmaking Initiative

South Korea is currently facing a "demographic emergency," characterized by the world’s lowest birth rate and a significant decline in marriage rates. As national-level policies have struggled to reverse these trends, local governments have begun to take matters into their own hands. A prominent example is Seongnam City, where Mayor Song Jin Shin has launched a government-sponsored matchmaking program titled "Solomon’s Choice."

The Crisis of Connection

Mayor Song Jin Shin, a former labor activist and doctor, observed that young professionals in his city—a hub for AI, biotech, and IT—were struggling to find partners. He noted that while marriage was once considered a "necessity," it has now become a "choice" driven by the pressures of a busy work life and economic independence. The mayor, motivated by his own daughters' struggles to find time for dating, argued that the local government has a meaningful role to play in facilitating social connections.

Implementing "Solomon’s Choice"

In 2023, Seongnam City hosted five matchmaking events for citizens aged 27 to 39. The program was designed to be "safe" and "trustable," as participants were required to submit official documentation to verify their employment, residence, and marital status.

  • The Process: These events functioned like "speed dating sessions" but at a more relaxed pace, lasting five to six hours. Participants engaged in games, icebreakers, and activities based on Myers-Briggs profiles.
  • The Results: Out of thousands of applicants, hundreds were selected. The program resulted in 99 matches in its first year. Remarkably, 88% of surveyed participants reported that the events "improved their perceptions of dating and marriage."

Barriers to Family Life

Despite the success of these events, experts and officials acknowledge that the root causes of the demographic decline are "varied and complicated." Participants like Taebum Lim, a 37-year-old physical therapist, highlighted the economic burden, noting that it is "hard to earn money" and that the cost of housing and child-rearing makes a sustainable family life difficult to envision. Furthermore, the country faces a "demanding work culture" where many employees fear that taking parental leave will be "negative for them to get promoted."

A Broader Cultural Shift

Beyond matchmaking, Seongnam City is attempting to reshape cultural attitudes through education. Mayor Shin announced plans to launch campaigns in schools to promote the message that "marriage is a blessing and childbirth is happiness." While some critics initially questioned why a city should serve as a "matchmaker," the overwhelming number of applicants proved that there is a genuine "need that the young people want" addressed.

Ultimately, while the city's intervention is a creative response to a dire situation, the podcast highlights a lingering tension: whether government programs can truly solve deep-seated systemic issues. As Ji Young-seo from the Public Affairs Bureau suggests, the city is focused on making a "little change" that might eventually "evolve into a big change," striving to create a more friendly environment for those who wish to build families in an increasingly challenging landscape.
