In China, while these parks exist, they often lack the specialized talent capable of acting as a "conduit" between the two distinct worlds of scientific research and business operations. There is a notable deficiency in individuals who possess both deep scientific expertise and the market awareness required to transform breakthroughs into "realistic productivity."

Structural and Geographic Hurdles

Beyond the lack of commercial expertise, structural and geographic factors complicate the process. For instance, many of China's top research-oriented universities are concentrated in Beijing, a city that is not necessarily the primary hub for business incubation. Conversely, the "Great Bay Area" (Guangdong-Hong Kong-Macau) is better suited for startups but lacks the same density of elite research universities. This geographic mismatch hinders the "beehive effect" seen in Silicon Valley, where proximity between academia and industry fosters rapid growth and collaboration.

Moving Forward: Beyond the 3.9%

The criticism that university inventions are "useless" if they fail to reach the market is likely an oversimplification. As demonstrated by the case of the fidget spinner, an invention's value can be highly dependent on market timing and the availability of resources to sustain patent licensing. To address the current stagnation, experts suggest that universities must move beyond passive patenting.

Moving forward, institutions should integrate specialists who can proactively analyze academic papers for their commercial potential and organize selection activities to bridge the gap. While the government has taken steps, such as the 2015 revision of the law on promoting the transformation of scientific and technological achievements, much more is needed. Successfully bridging this gap is not merely about financial gain; it is about ensuring that the immense potential of academic research translates into innovations that improve quality of life and solidify a nation's leadership in the global innovation landscape.
