Alaska fishermen, such as Linda Behnken, argue that Russia’s lack of stringent environmental and labor regulations allows them to sell fish at "rock-bottom prices." By "dumping" these products onto the global market, Russia has "undermined our markets" and negatively impacted the sustainability of shared resources in the North Pacific.

The Difficulty of Enforcement
