📋 Summary

The Significance of APEC for the Global South

The Asia-Pacific Economic Cooperation (APEC) summit, hosted this year by Peru under the theme "Empower, Include, Grow," serves as a critical platform for the Global South to redefine its economic trajectory. As panelists noted, APEC is not merely a regional trade bloc; it is a vital mechanism for countries in Latin America—such as Peru, Chile, and Mexico—to diversify their economies and break free from the historical constraints of colonization.

Maria Sanguazi emphasized that the current global governance structures are failing to address the needs of developing nations. With the Global South increasingly seeking new paths for development, APEC provides a symbolic and practical venue to move away from Atlantic-centric trade models toward a more dynamic Pacific-oriented framework. This shift is viewed as "unstoppable" and a necessary "re-accommodation" of global economic power.

Infrastructure as a Catalyst: The Chancay Port

A centerpiece of this new era is the Chancay Port in Peru. Previously, exporting goods from Latin America to Asian markets was a logistical nightmare, requiring up to 40 days of transit. The new megaport, engineered with Chinese capital, is set to revolutionize this by reducing transit times to approximately 20–25 days.

Edgar Perez highlighted that the port is not just a physical structure but a high-tech hub. By integrating "artificial intelligence and 5G," the port aims to be the "most efficient operation in the world," capable of handling massive 24,000-container freighters 24/7. This efficiency provides a competitive advantage for Latin American nations, allowing them to export perishable goods like avocados and agricultural products to Asian markets that were previously out of reach.

Technological Cooperation and Digital Inclusion

Beyond traditional trade, the summit explores how technology can bridge development gaps. In Mexico, for instance, Alastair Bevastok pointed out that 25 million people lack regular internet access. The introduction of "low band 5G" technology, developed by Huawei, is a game-changer. This innovation uses "longer bandwidths" to reach rural areas with minimal compromise on data speeds, facilitating connectivity in mountainous regions where traditional infrastructure is costly and difficult to deploy.

Furthermore, the discussion touched on the "green transition." With Latin America possessing vast potential for renewable energy, partnerships with China—a leader in solar panel and green energy production—have made sustainable development more "affordable" for both large industries and humble households, regardless of political differences.

Navigating Great Power Competition

The panel addressed the tension between China’s growing presence and the resistance from Western powers. While some Western media characterize this partnership as a "Marshall Plan," the panelists argued that Latin American nations are simply making pragmatic choices to improve their economies. As Perez noted, countries like Peru have a duty to utilize their geographical and economic assets to alleviate poverty and starvation.

Ultimately, the participants agreed that the goal of APEC remains the facilitation of free trade. While the U.S. has shown hesitation toward broader multilateral agreements like the CPTPP, the region is moving forward through a "piecemeal" approach—building supply chains through individual free trade agreements and strategic infrastructure projects. This evolution represents a moment of "hope for the Global South," as nations finally gain the agency to forge their own paths toward modernization and inclusive growth.

📖 Transcript

There is a motto there from Chiang Kai to Shanghai and basically that means that when you think about exporting goods from Latin America in the past as was mentioned before it was very challenging because you needed to spend like a maybe 40 days for goods to go from this place from Latin America to
China and other Asian markets.
Now with the availability of this new port, Chiang Kai port, that's going to be a help for companies in Peru and also in our neighboring countries like Chile, Bolivia, Brazil, Argentina, Vietnam, Ecuador, Colombia because they will also want to be competitive.
So most countries from the global south and China included, we want to continue with this agenda which was the goal of Apex in the very beginning and the Western power are questioning this as long as it's not benefiting them anymore or they believe it's not benefiting them because this is a political
question not economic question.
There's a new technology which is being developed specifically by Huawei in China called low band 5G in which it uses longer bandwidths which reach much further and compromise little on the data speeds and is bringing 5G technology across into these rural areas of Mexico.
