Well yes, if you're talking about a small attachment to something that gives you more information about it, then you can usually use them interchangeably.
Although tag is more often used to refer to a piece of paper or card hanging or attached to something, like the price tag in a clothing store.
And label is more often referring to something stuck on the surface of something else that is more difficult to remove.

For example, it might be rude to label a certain person because of a very narrow observation.

Well, we can use tag to talk about many different things that provide information or link one thing to another.
The first time I mentioned a tag was in the form of graffiti.
We also talked about hashtags. that is, to link something or somewhere to a post on social media.
And a picture tag is often used in pictures of people to link them to the photo again, mostly on social media.
