Without sufficient "statistical evidence" for insurers to calculate risk accurately, premiums remain prohibitively high, creating a cycle of low demand and stagnant market growth.

Potential Paths Forward: Government Intervention vs. Cooperatives

To address this, some nations have turned to different models. In countries like France and China, government intervention has been used to mandate insurance or create a market where supply and demand are artificially balanced. However, such intervention carries the risk of "moral hazard," where farmers might take on excessive risks if they know they are shielded from the costs of failure.

Alternatively, the "Nordic model" utilized in Norway, Finland, and Sweden offers a market-based solution. In these countries, timberland owners form "big cooperatives" that negotiate premiums on behalf of the group, providing insurers with a guaranteed pool of buyers. This collective bargaining power helps lower premiums and makes coverage more accessible.

Resilience and Adaptation

As extreme weather events become more frequent, the pressure to find a solution for forest insurance grows. For now, producers like Forrester are turning to the USDA for relief and diversifying their land by planting pines alongside maples, despite the clear difference in utility—as Forrester quips, "You can't put pine tree syrup on your waffles." While full tree insurance remains elusive, there has been minor progress; some Michigan insurers have begun to cover the cost of plastic tubing lines used for sap collection, providing a small but necessary cushion against future climate-related losses.
