Addressing concerns about bureaucratic corruption or institutional mismanagement, Duflo advocates for sending funds "straight to people" via existing mobile money infrastructure. She cites "more than 100 randomized controlled trials" proving that cash transfers help individuals build resilience. For instance, in Kenya, recipients of universal basic income (UBI) invested in "better roofs" and "solar panels," thereby increasing their productivity and ability to withstand climate-related shocks like drought or flood.

The Path Forward: A New Grand Bargain

Duflo concludes by calling for a "new grand bargain" between the West and the rest of the world. This agreement would entail rich nations compensating poor countries for climate damages, while developing nations commit to "forceful climate action," such as carbon pricing. She emphasizes that this is not only urgent and just but essential for restoring global trust, as the future of climate mitigation ultimately rests on the participation of countries that are currently poor. She urges billionaires to "stand up and demand a billionaire tax for climate justice," framing it as a necessary step to repair the relationship between the global North and South.
