Having already invested in diversifying his supply chain to Southeast Asia and Latin America, he now finds those regions becoming "unviable." Harberger emphasizes the human and operational cost of these policies, stating that the tariffs act as a "massive distraction." Instead of focusing on growth or customer service, business owners are forced to "jump through some hoops" to constantly pivot between Plan C, D, and E in a desperate search for affordable manufacturing options.

The De Minimis Challenge and Domestic Manufacturing Realities

Beyond production costs, the administration’s decision to eliminate the "de minimis" exception—which previously allowed shipments under $800 to enter the U.S. duty-free—poses a significant threat to e-commerce models. Juan Palerano, CMO of Swap Commerce, notes that this change will hit both foreign entities like Temu and Shein, as well as U.S.-based businesses that rely on Chinese imports. With costs for every package expected to rise by at least 30%, many small-to-medium enterprises are questioning their very survival.

While the policy aims to incentivize companies to "move their factories to the U.S.," experts remain skeptical. Palerano points out that moving a supply chain is not something that can happen "overnight." The U.S. lacks the infrastructure and competitive manufacturing capabilities for many sectors, particularly apparel. Consequently, many businesses are trapped in a cycle of uncertainty, forced to navigate rocky circumstances while hoping that current trade tensions do not permanently dampen consumer demand, potentially threatening critical sales periods like Mother’s Day.
