The Illusion of Paradise: The Dark Secret of Bocas del Toro

The Dream of an Island Escape

For many, the allure of the "rat race" exit is a powerful dream. Cher Hughes, a vivacious and successful businesswoman from Florida, turned this dream into reality in the remote, tropical islands of Bocas del Toro, Panama. Described as having "all-American good looks" and a smile that lit up every room, Cher found a piece of paradise where she could live "like in a postcard." Along with her husband Keith Worley, she built a life centered around community, animals, and the slow, easy pace of island living. They were a fixture of the expat community, affectionately known as "Ken and Barbie."

The Vanishing

This picture-perfect life shattered when Cher abruptly disappeared. Initially, friends and family were confused, but their concern quickly turned to panic. Strange text messages, written in a style completely foreign to Cher—using all-caps and replacing words like "to" with the number "2"—claimed she had met a "mystery man" and run away. However, Cher’s sister, Judy Barber, and her husband Keith knew this was impossible. Cher would never leave her cherished island, her beloved dog Jack, or miss her father’s birthday. As the investigation stalled, another suspicious disappearance came to light: Beau Islar, an introverted antique dealer who had also vanished months earlier, leaving his home exactly as it was, with "dirty dishes in the sink" and his cane still by the door.

The Rise of "Wild Bill"

Suspicion soon centered on a charismatic but erratic American expat known as "Wild Bill" Cortez. Bill was famous for his lavish parties, his "pirate club," and his bombastic personality, often referring to himself in the third person as if he were royalty. More importantly, Bill was the common denominator in the property transfers of the missing individuals. He claimed to have bought Cher’s entire estate and Beau’s home for "50 cents on the dollar." As blogger Don Winner, who investigated the case, noted, "Bill’s dealt with both these people and they’re missing?" The "Coconut Telegraph"—the local rumor mill—began to churn with dread.

The Gruesome Discovery

Pressure mounted as Keith and others pushed authorities for action. Acting on a tip regarding Bill’s illegal possession of an AK-47, police executed a search warrant at his property. The investigation took a dark turn when Cher’s dog, Jack, led authorities to a mound of disturbed earth. Beneath the dirt lay the body of Cher Hughes, shot in the back of the head. Further searching revealed the body of Beau Islar. The "paradise" was, in reality, a graveyard. Authorities discovered Nazi memorabilia, satanic signs, and, most chillingly, gold teeth belonging to victims. It became clear that Bill had not just stolen their property; he had stolen their entire lives.

The Monster Behind the Mask

When Bill and his wife, Jane, were captured attempting to flee into Nicaragua, the truth about "Wild Bill Cortez" emerged. His real name was William Dathan Holbert, a fugitive from the United States with a history of real estate scams and violent crimes. In a series of chilling confessions from his jail cell, Holbert admitted to the murders of Cher, Beau, and three members of the Brown family—the original owners of his property—as well as another American, Jeffrey Klein. His motive was simple and cold: "Money. He said money. He said, I wanted to have their things."

Justice and Aftermath

Holbert’s downfall was his decision to target Cher. As one observer noted, "You couldn't have picked a girl more loved." Her family’s relentless search ensured that the case did not fade into the obscurity of "missing person" files. In 2017, William Dathan Holbert was sentenced to 47 years in prison, and his wife, Laura Reese, received 26 years. While the tragedy left the Bocas del Toro expat community scarred, the memory of Cher Hughes remains one of adventurous spirit and love for the beauty she found, even if that beauty was tragically tainted by the presence of a predator.
