The engineer, Randy Jones, described seeing what he initially thought was "debris from a storm" but soon realized was a human form. Despite the train’s horn, the figure remained motionless. The subsequent investigation was plagued by administrative incompetence; the CSX "railroad injury and illness summary form" was largely left blank, a failure that Doug’s sister, Melissa, rightly labels as "negligence."

The Detective’s Discovery

While official law enforcement agencies appeared indifferent, Williamston Police Detective Andy Holliman took a suspicious interest in the scene. Upon visiting the tracks, he and his partner, Tim Hines, discovered "disturbed gravel" and a trail of hair embedded in railroad spikes—not at the impact site, but "up rail" in the opposite direction of the train's travel.
