Washburn, who had previously acted as a tipster in the cases, confessed to the murder of Jennifer Bastian and was sentenced to 26.5 years in prison. Shortly after, the same IGG techniques linked Gary Hartman to the murder of Michellea Welch via a discarded napkin. Hartman was also sentenced to 26.5 years in prison after a bench trial.

A Lasting Legislative Legacy

Beyond securing convictions, the families of the victims turned their grief into advocacy. Working alongside Detective Wade, Patty Bastian (Jennifer’s mother) campaigned for legislative change to close loopholes in DNA collection. Their efforts culminated in the passage of "Jennifer and Michelle’s Law" (SHB1326) in Washington, which mandates the collection of DNA samples from offenders convicted of certain crimes—including indecent exposure—and authorizes the collection of DNA from deceased offenders regardless of when the crime occurred.
