While Russia and China maintain backup systems that provide GPS-like information if satellite signals fail, the United States does not. The U.S. previously operated a system called Loran (Long Range Navigation), a World War II-era relic that relied on ground towers. However, in 2010, the U.S. shut down Loran, deeming it "obsolete" in the era of satellite navigation—a decision later labeled as a mistake by subsequent administrations.

Despite legislative efforts, such as the 2018 law requiring a backup, bureaucratic inertia and budget constraints have prevented the creation of a replacement. While commercial alternatives exist, they are often inaccessible to the general public due to costs. Advocates like Gower argue that the most cost-effective solution is to revive and upgrade the old system into "eLoran." Such a system would cost less than $100 million annually to operate—a fraction of the billions spent on GPS—yet it remains unbuilt.
