Upon arriving at the winding, pitch-black Admore Lane, they encountered a gray sedan. The situation escalated rapidly when the suspects, identified as Henry Long, Albert Bowers, and Jesse Cole, attempted to flee. In a desperate bid to escape, the suspects unhooked their stolen cargo, but the vehicle was still tethered by a "thick rope" used to tow the bike.

A Horrific Act of Violence

As the gray car suddenly accelerated, Andrew Harper was standing with his feet inside the loop of the tow rope. He was "swept off of his feet" and dragged for 91 seconds at an average speed of 42.5 miles per hour. During this brutal ordeal, Andrew was whipped violently against the road, trees, and fence posts. He was eventually dislodged when the vehicle made a turn onto the A4 road, leaving him in a catastrophic condition. Despite the immediate efforts of responding colleagues, Andrew died at 11:45 p.m. that night.

The Pursuit of Justice and the Birth of Harper's Law

In the subsequent trial, the defendants claimed they were unaware Andrew was attached to the vehicle. However, the prosecution presented a recreation of the scene, demonstrating that the vehicle would have been nearly impossible to handle with a 200-pound man being dragged behind it, and that the sound of the grinding would have been unmistakable. Despite the overwhelming evidence, the jury found the three teens guilty of manslaughter rather than murder. The killers showed "absolutely no remorse," even laughing and smirking in court upon hearing the verdict.

Distraught by the perceived injustice of the sentences—which allowed the killers to be eligible for parole by age 28—Lissy Harper launched a dedicated campaign for legislative change. Her efforts culminated in the passing of "Harper's Law," a significant legal milestone that mandates a life sentence for anyone who kills an emergency worker while committing a crime.
