📋 Summary

Xinjiang Celebrates 70th Founding Anniversary

China recently commemorated the 70th founding anniversary of the Xinjiang Uyghur Autonomous Region with a grand gathering in Urumqi. President Xi Jinping emphasized the goal of building a "modern socialist Xinjiang" that is "united, harmonious, prosperous, culturally advanced, peaceful, and ecologically sound." Dr. Wang Xingsong from Beijing Normal University highlighted that since the region was designated as an autonomous zone in 1955, it has seen a massive economic leap, with GDP growing from 1.2 billion RMB to 2 trillion RMB. Key to this progress is the "security and stability" of the region, which acts as a crucial transport hub connecting China to Central Asia. Furthermore, the region is shifting its economic focus toward "new quality productive forces," specifically leveraging its "new and green energy" resources, such as wind and solar, alongside the development of data centers that benefit from the region's climate.

China's Landmark Climate Pledges

President Xi Jinping announced ambitious new targets for 2035, aiming to increase the share of non-fossil fuels in total energy consumption to over 30% and expanding wind and solar capacity by more than six times compared to 2020 levels. Wu Changhua, president of the Global Climate Academy, noted that these pledges provide "policy clarity and certainty" for China's dual carbon agenda. While some international observers remain skeptical, China has a "track record of exceeding" its climate commitments, having reached its 2030 wind and solar capacity targets six years ahead of schedule. The focus is now on the "alignment of policies, finance, and industrial value chains" to ensure the country achieves its goal of "peaking emissions before 2030" and reaching "carbon neutrality before 2060."

Advancing AI and Real-World Value

Chinese tech giants, including Alibaba and DeepSeek, are accelerating the development of large-language models. Alibaba’s new "Qwen 2 Omni" and DeepSeek’s upgraded "V31" model represent a strategic shift from pure "technological competition" to "creating real-world value" in sectors like finance, healthcare, and manufacturing. Andy Mok, a senior research fellow at the Center for China and Globalization, explained that these advancements are building blocks for "agentic AI"—AI that can act independently. He emphasized that China’s advantage lies in its "national scale" and coordinated strategy, such as the "eastern data, western compute" initiative, which optimizes data center efficiency. By empowering 10 million software developers, China is positioning itself to lead in the practical implementation of AI tools.

RCEP Expansion and Global Cooperation

The Regional Comprehensive Economic Partnership (RCEP) is currently considering applications from Hong Kong, Sri Lanka, Chile, and Bangladesh. Dr. Zhou Mi, a senior research fellow from the Chinese Academy of International Trade and Economic Cooperation, noted that the bloc remains open to new members to foster "stability and certainty" in an "uncertain world." These new economies would bring diverse strengths to the bloc: Hong Kong offers financial expertise, Sri Lanka provides agricultural resources, and Bangladesh contributes significant manufacturing capacity in textiles. Despite potential challenges in negotiating terms with new members, the RCEP views this expansion as a way to enhance "diversification" and provide a buffer against rising protectionism, reinforcing the concept of "interconnecting" global trade.
