Human rights activists have long documented the regime's use of "black sites"—secret detention centers where activists and perceived threats are interrogated and often murdered. The involvement of high-ranking officers, such as Major General Tarek Saber and Colonel Hesham Helmi, suggests that the operation was sanctioned at the highest levels of the Egyptian government.

The Stalled Quest for Justice

Despite the rallying cry of "Verità per Giulio Regeni" (Truth for Giulio Regeni) echoing across Italy, achieving justice has proven nearly impossible. An Italian court attempted to prosecute the accused officers in absentia, but the effort has been repeatedly thwarted by the Egyptian state's refusal to cooperate, citing a lack of evidence or claims that the suspects are "untraceable."
