After a severe storm damages the school at Harwick, Duck the Great Western Engine attempts to help transport the displaced children. However, he struggles to find a suitable coach, facing rejection or unavailability from his friends. His journey leads him to a scrapyard where he learns the philosophy of "Repair, recycle, reuse" from Reg the crane. When Duck discovers Dexter, an old, broken-down wooden coach, he attempts to pull him, but Dexter’s rusty axles snap.

Instead of giving up, Duck applies Reg’s philosophy. He realizes that while Dexter cannot be pulled as a train carriage, he can be "reused" in a stationary capacity. With the help of the breakdown trains, Judy and Jerome, Dexter is transported to the school grounds. Once repaired and painted by the children and teachers, Dexter finds a new purpose as a school classroom, proving to Duck that "it’s lovely to be really useful again" even if his wheels no longer turn.

The Quiet Strength of Stafford

Stafford, an electric engine known for his "boxy wooden shape" and "humming sound," feels inadequate compared to the noisy steam engines. Wanting to be like them, he learns to mimic the sounds of a steam engine—the "chuff, chuff" and "puff, puff." While the children enjoy his new noises, his attempt to help Farmer McColl goes awry when his loud steamy sounds frighten the lambs.

This incident teaches Stafford that his unique qualities are valuable in their own right. By being a "quiet electric engine," he is able to creep along the tracks unnoticed, successfully helping Farmer McColl locate and transport his lambs. Stafford ultimately embraces his identity as "quiet Stafford," finding happiness in his own functional nature rather than trying to imitate others.

The Great Debate: How Many Wheels Are Best?

In a humorous exploration of pride and perspective, Spencer, Thomas, and Bertie engage in a debate over which vehicle is superior based on the number of wheels they have. Spencer, with his "trusty 20 wheels," looks down on Thomas’s six and Bertie’s four. However, when each of them breaks down—Spencer due to snapped valve gear, Thomas blocked by a fallen tree, and Bertie by a "flat tyre"—their arrogance is challenged.

Ultimately, none of them succeed in their task of getting the Duke and Duchess to Callan Castle. The day is saved by Mr. Percival on his bicycle and, finally, Harold the helicopter. As Thomas observes, Harold saves the day without using "any wheels" at all. This conclusion serves as a humbling reminder to the engines that the value of a vehicle lies in its ability to complete a task, not in the specifications of its design or the quantity of its components.
